1. MR PETER HO HAK EAN
Chairman, Urban Redevelopment Authority

CITATION

Mr Peter Ho Hak Ean has contributed immensely to Singapore over more than 50 years of distinguished service.

Awarded the SAF Scholarship in 1973, he was among the officers founding Prime Minister Lee Kuan Yew personally assigned to the nascent Republic of Singapore Navy (RSN). In the civil service, he made a lasting impact, especially in the field of national security. Uniquely, he served successively as Permanent Secretary in both the Ministries of Defence and Foreign Affairs, and later as Permanent Secretary (National Security and Intelligence Coordination). From 2005 to 2010, he was also Head of the Civil Service. He infused intellectual rigour to all his leadership roles and was always far-sighted in his approach. In particular, he helped to institutionalise scenario planning and futures work in the Singapore public service.

After his retirement in 2010, he continued to contribute to Singapore. As a member of the National Research Foundation Board, he helped build capabilities in major research and enterprise platforms to support Singapore’s strategic and economic interests. As Chairman of the Urban Redevelopment Authority, he provided invaluable guidance for Singapore’s long-term infrastructure planning. As founding Chairman of the Social Science Research Council, he introduced key initiatives to strengthen research in the social sciences and humanities.

Since his retirement, Mr Ho has been Senior Advisor to the Centre for Strategic Futures; and since 2021, Chairman of National Gallery Singapore.

For his exceptional and far-reaching contributions to Singapore in so many areas, Mr Peter Ho Hak Ean is awarded the Order of Nila Utama (with High Distinction).

2. MS JENNIE CHUA KHENG YENG
Chairman, Woodlands Health Campus Development Board Committee
Chairman, Vanguard Healthcare

CITATION

Ms Jennie Chua Kheng Yeng has made outstanding contributions to Singapore in many areas, including healthcare, the arts, charity, education and international relations.

As Chairman of the Woodlands Health Campus Development Board Committee from 2017 to 2024, she steered the development of the new facility, overcoming the disruptions due to the COVID-19 pandemic. Opened in late 2023, the campus offers comprehensive health services to residents in northern Singapore. As founding Chairman of Vanguard Healthcare since 2017, she steered the organisation to establish five nursing homes over seven years to meet the growing demands for affordable and quality eldercare. Ms Chua had also served as Chairman of the Alexandra Health System and Board Member of Ministry of Health Holdings.

Ms Chua has also contributed immensely in other fields. As founding Chairman of the Singapore Film Commission, she was instrumental in nurturing the film industry. A widely respected figure among charities, she served as Chairman of and subsequently Advisor to Community Chest, as well as Chairman of Temasek Foundation International. Since 2015, she has been Pro-Chancellor of Nanyang Technological University. She is currently Singapore’s Non-Resident Ambassador to Spain.

For her outstanding contributions to Singapore across so many areas, Ms Jennie Chua Kheng Yeng is awarded the Distinguished Service Order.

3. MR HSIEH FU HUA
Chairman, National University Health System
Chairman, National University of Singapore Board of Trustees

CITATION

Mr Hsieh Fu Hua has made outstanding contributions across many sectors in Singapore.

As Chairman of the National University Health System (NUHS) since 2019, he has steered the public healthcare cluster to provide services beyond hospital walls. Through innovations such as virtual care centres, telemedicine and home-based care, NUHS has been able to provide more accessible patient care. He also launched an infrastructure development master plan to enhance healthcare facilities, services and patient experience, and has been an ardent champion of ground-up efforts to improve support for mental health in Singapore.

As Chairman of the National University of Singapore Board of Trustees since 2017, Mr Hsieh has been instrumental in charting the university’s strategic goals. Under his stewardship, the university implemented many initiatives to better prepare its students for the future, enhance the impact of its research and deepen collaboration with industry.

Mr Hsieh was Chairman of National Gallery Singapore from 2013 to 2021, and continues to serve as its Honorary Advisor. He was also President of the National Council of Social Service from 2012 to 2018, when he led efforts to raise the capabilities of, and philanthropic support for, social services.

For his outstanding contributions to Singapore, Mr Hsieh Fu Hua is awarded the Distinguished Service Order.

4. MR PETER ONG BOON KWEE
Former Chairman, Enterprise Singapore
Former Head of Civil Service

CITATION

Mr Peter Ong Boon Kwee served with distinction for close to four decades in Singapore’s Public Service. He made important contributions in a range of senior leadership roles. He was Permanent Secretary in many ministries, including Transport, Finance and the Prime Minister’s Office (PMO). As Head of Civil Service from 2010 to 2017, he drove the transformation of the public sector to be more citizen-centric and digital, and established the Strategy Group in PMO to better tackle complex and cross-cutting issues.

After his retirement, Mr Ong served as the founding Chairman of Enterprise Singapore from 2018 to 2024. He shaped the new agency into a strong advocate for Singapore enterprises and spearheaded its flagship programmes, including Start Digital, Scale-Up and the Singapore Global Enterprises initiative. He also advanced Singapore’s bilateral economic relations and built new capabilities for growth such as in the green economy.

Mr Ong has also served as Chairman of the Inland Revenue Authority of Singapore and on the boards of various other government agencies, including the Monetary Authority of Singapore.

For his exceptional contributions to Singapore’s Public Service, Mr Peter Ong Boon Kwee is awarded The Distinguished Service Order.

5. MR SYED HASSAN BIN SYED MOHAMMAD BIN SALIM AL-ATTAS
Member, Presidential Council for Minority Rights

CITATION

For over four decades, Mr Syed Hassan bin Syed Mohammad bin Salim Al-Attas, commonly known as Habib Hassan, has devoted himself to strengthening interfaith harmony and social cohesion in Singapore.

One of the longest-serving Imams and head of Ba’alwie Mosque, he led numerous initiatives to raise the awareness and appreciation of Singapore’s multicultural harmony and strengthen community cohesion. He personally hosted learning journeys for local and international visitors to the mosque’s interfaith museum.

As a Council member of the Inter-Religious Organisation, Habib Hassan strengthened relations with faith leaders and built a strong foundation for religious harmony. He served on the steering committee of the Inter-Racial and Religious Confidence Circles, the precursor of today’s Harmony Circles. He was also a Trustee of the Rahmatan Lil Alamin Foundation and the Harmony Centre, both important institutions under the Islamic Religious Council of Singapore. Habib Hassan’s sterling interfaith work was recognised in “The Muslim 500”, a publication featuring prominent Muslims worldwide. In view of his expertise and experience, he was appointed to the Presidential Council for Minority Rights in 2021.

For his outstanding contributions in strengthening interfaith harmony and social cohesion in Singapore, Habib Hassan is awarded the Distinguished Service Order.

6. MR PHILLIP TAN ENG SEONG
Chairman, Board of Yellow Ribbon Singapore

CITATION

Mr Phillip Tan Eng Seong has contributed immensely to developing Singapore’s rehabilitation and reintegration services as well as to its broader social service sector.

For over two decades, he has improved Singapore’s corrections and aftercare landscape. As Chairman of Yellow Ribbon Singapore, he provided valuable guidance on policies and strategies to support the rehabilitation and reintegration of ex-offenders into the community. He transformed the upskilling of inmates and improved their employment opportunities post release. Mr Tan served as Chairman of the Board of Visiting Justices and Board of Inspection for the Singapore prisons from 2017 to 2020, and as Chairman of the Yellow Ribbon Fund from 2006 to 2014.

As Chairman of Community Chest from 2013 to 2022, he rallied organisations and individuals to give meaningfully and sustainably towards social causes and nurtured the next generation of donors. As a Board Member of the National Council of Social Service, he guided the development of the social service sector to serve the evolving needs of less advantaged Singaporeans.

For his significant contributions to social services and the cause of rehabilitation in Singapore, Mr Phillip Tan Eng Seong is awarded the Distinguished Service Order.

7. MR TEO MING KIAN
Chairman, Singapore Technologies Engineering Ltd
Former Director, Temasek Holdings (Private) Limited

CITATION

Mr Teo Ming Kian has made significant contributions in the fields of science, technology and engineering in Singapore.

As a member of the Board of Directors at Temasek Holdings from 2006 to 2022, he contributed to the growth of Temasek’s science, technology and innovation portfolios. Between 2012 and 2022, he served as Chairman of Temasek Life Sciences Laboratories. In this role, he attracted researchers and provided opportunities for them to achieve breakthrough life science discoveries and generate economic value applications, particularly in environmental sustainability, agriculture and aqua technology, and human well-being. As Chairman of Vertex Venture Holdings since 2012, Mr Teo guided its provision of venture capital funding and operational support to nurture technology start-ups.

As Chairman of Singapore Technologies Engineering Ltd, Mr Teo continues to play an instrumental role in building up Singapore’s defence technology capabilities and strengthening its defence and security. Mr Teo has previously served as Chairman of Mediacorp and Board Member of PSA Corporation.

For his significant contributions in harnessing science, technology and engineering for the betterment of Singapore, Mr Teo Ming Kian is awarded the Distinguished Service Order.

8. MR EDWARD D’SILVA
Former Chairman, Public Hygiene Council

CITATION

Mr Edward D’Silva is a widely recognised champion of public cleanliness and hygiene. As Chairman of the Public Hygiene Council from 2015 to 2023, he led the Council’s programmes to engage the public and promote good hygiene practices.

Mr D’Silva has also made significant contributions in other areas. He has served on the Presidential Council of Advisors for Religious Harmony as well as the Public Service Commission. He has also been serving as a Justice of the Peace, a District Councillor with the Central Singapore Community Development Council, a Trustee of the Eurasian Association, and a board member of Anglican Community Services.

For his many contributions to Singapore, Mr Edward D’Silva is awarded the Meritorious Service Medal.

9. MR LEE CHUAN SENG
Chairman, National Environment Agency

CITATION

Mr Lee Chuan Seng has made significant contributions in the fields of environmental sustainability, the built environment, science and technology and engineering in Singapore. As Chairman of the National Environment Agency since 2019, his visionary leadership has been pivotal in driving sustainability, encouraging environmental stewardship and promoting a circular economy.

In his role as Chairman of the Committee of Government Scientific Advisors, Mr Lee provided valuable advice on strategic scientific and technological issues, and shaped the national research and development agendas. As Deputy Chairman of the Building and Construction Authority, he demonstrated leadership and innovation in advancing green building standards in Singapore, and championed the digitalisation of the construction industry.

For his significant contributions across a range of fields, Mr Lee Chuan Seng is awarded the Meritorious Service Medal.

10. MR RICHARD LIM CHERNG YIH
Chairman, Synapxe Pte Ltd
Chairman, Energy Market Authority

CITATION

Mr Richard Lim Cherng Yih has made significant contributions in the healthcare, energy and transport sectors. As Chairman of Synapxe since 2019, he has improved the efficiency, resilience and reliability of public healthcare information technology systems, a crucial element in ensuring the effective, safe and patient-centric delivery of healthcare services. He also led Synapxe’s transformation efforts and the deepening of its professional and innovation capabilities.

As Chairman of the Energy Market Authority since 2020, Mr Lim provided strategic guidance to ensure Singapore’s energy security and its transition to achieving the national target of net zero emissions by 2050. As Deputy Chairman of the Land Transport Authority since 2016, he has helped to strengthen the asset management and governance, as well as long-term strategies and plans, of public transport.

For his significant contributions in the healthcare, energy and transport sectors, Mr Richard Lim Cherng Yih is awarded the Meritorious Service Medal.

11. MR NIAM CHIANG MENG
Chairman, Gardens by the Bay

CITATION

In his 33 years in the Public Service, Mr Niam Chiang Meng has contributed immensely in a range of senior leadership appointments, including as Permanent Secretary in the then-Ministry of Information, Communications and the Arts, Ministry of Law, then-Ministry of Community Development, Youth and Sports, National Population and Talent Division, and the National Climate Change Secretariat.

After his retirement from the Public Service, Mr Niam served as Chairman at many organisations. At Gardens by the Bay, he steered it to become one of the world’s top horticultural destinations. At the Maritime and Port Authority of Singapore, he helped expand Singapore's international maritime hub, with increased shipping groups and business spending in the sector. At Mediacorp, he guided its transformative efforts in digitalisation, innovation and multiplatform audience engagement. And at the Singapore Turf Club (STC), he partnered stakeholders to bring about a dignified closure of STC.

For his significant contributions to Singapore in so many areas, Mr Niam Chiang Meng is awarded the Meritorious Service Medal.

12. MR PANG KIN KEONG
Permanent Secretary (Home Affairs)

CITATION

As Permanent Secretary for Home Affairs, Mr Pang Kin Keong has contributed immensely in making Singapore one of the safest countries in the world. He has put in place strong and principled policies and laws, and led the Ministry’s responses in many critical and sensitive operations, including a few during crises. He has also steered the Home Team’s transformation, which has earned it high public trust and resulted in tangible improvements for the public and staff.

In his former capacity as Permanent Secretary at the Ministry of Transport, he led several major initiatives, including the planning of Changi Airport Terminal 5 and Tuas Port, and improving the reliability of Singapore's rail network. Mr Pang also made significant contributions in his other previous leadership roles as Permanent Secretary at the Ministry of Law and as Director of the Internal Security Department.

For his manifold and significant contributions to Singapore, Mr Pang Kin Keong is awarded the Meritorious Service Medal.

13. PROF TAN ENG CHYE
President, National University of Singapore

CITATION

As President of the National University of Singapore since 2018, Prof Tan Eng Chye has led the university to become one of the world’s premier centres of learning. Under his leadership, the university has pioneered innovations in education, raised the impact of its research and expanded its innovation and enterprise ecosystem.

Prof Tan’s contributions extend far beyond NUS to encompass other fields in healthcare, education and research and development. He shares his experience on the boards of directors of the National University Health System, the Economic Development Board and the NUS High School of Mathematics and Science. Earlier, he contributed immensely to the boards of the Agency for Science, Technology and Research, the National Research Foundation, Advisory Council on Community Relations in Defence and Future Economy Council.

For his significant contributions to Singapore, Prof Tan Eng Chye is awarded the Meritorious Service Medal.

14. MR WONG SIEW HOONG
Advisor and Former Director-General of Education

CITATION

Mr Wong Siew Hoong has contributed immensely in the field of education. As Director-General of Education from 2015 to 2022, he shaped the direction of our education system and steered significant education policy reforms. These included changes to the Primary School Leaving Examinations scoring system and the introduction of Full Subject-Based Banding in secondary schools. He ensured that students were well-prepared for the future by developing information and communication technology masterplans, enhancing character and citizenship education, and improving the teaching of 21st century competencies.

On retiring from the Education Service after a 38-year career, Mr Wong served as Advisor to the Ministry of Education, Chairman of the Singapore Examinations and Assessment Board and Deputy Chairman of the National Institute of Education Council.

For his many contributions to Singapore’s education system, Mr Wong Siew Hoong is awarded the Meritorious Service Medal.

15. MR K V VANU GOPALA MENON

Mr Vanu Gopala Menon has made significant contributions in safeguarding and advancing Singapore’s national interest in foreign diplomacy and international affairs. As our High Commissioner to Malaysia since 2014, he helped Singapore understand and navigate the evolving political landscape there, ensured good bilateral relations and fostered positive engagements with Malaysian leaders and key stakeholders. Among his colleagues and foreign counterparts, Mr Menon is widely respected as a seasoned diplomat who leads by example.

16. PROF IVY NG SWEE LIAN

Prof Ivy Ng Swee Lian has made significant contributions to Singapore’s public healthcare system. As Group CEO of SingHealth from 2012 to 2024, she transformed the healthcare cluster by bringing its services together to work seamlessly, and expanded the capacity of its hospitals, specialist centres, primary care arms and regional health system significantly. At the national level, Prof Ng has helped shape the direction of public healthcare policies and programmes, professional practice and academic medicine.

17. MR CHIA WEE KIAT

CITATION

Mr Chia Wee Kiat has served with distinction as the Deputy Presiding Judge and Chief Mentor of the Family Justice Courts (FJC), having played a pivotal role in setting up the FJC. He has also been deeply involved in major reforms and initiatives that have enhanced access to, and improved the quality and delivery of, family justice in Singapore. Mr Chia also served as Commissioner of Appeals and Chairman of the Valuation Review Board.

Ms Liew Wei Li has made many significant contributions in strengthening Singapore's education system. As Director-General of Education, she provided excellent professional leadership for the education service in Singapore. As Provost of the Nanyang Technological University (NTU), Prof Ling San has been instrumental in conceptualising the NTU 2025 education roadmap and steering NTU’s efforts to enhance research capabilities, teaching excellence and holistic learning. He provided strategic guidance to the National Research Foundation as its Chief Scientific Advisor and supported its international and cross-sector collaborations. Prof Ling also serves on the Lee Kong Chian School of Medicine Governing Board and Committee of Government Scientific Advisors.

20. MR OW FOOK CHUEN

As Accountant-General, Mr Ow Fook Chuen made significant contributions in supporting the President in protecting past reserves, preparing Government financial statements, and ensuring the integrity of the Government financial and accounting systems. As Chief of Government Finance, he led bold moves towards centralising and standardising finance policies, processes, and systems for improved consistency and efficiency. Mr Ow also uplifted the public sector’s finance and internal audit professionals’ expertise, agility and sense of community.

21. PROF LEE CHIEN EARN

CITATION

Prof Lee Chien Earn has contributed significantly to Singapore’s public healthcare system. He has been instrumental in envisioning and building up SingHealth’s regional health system and population health efforts to better integrate health and social care. He also leads the planning effort for the Eastern General and Community Hospitals. Formerly CEO of Changi General Hospital, Prof Lee transformed the hospital’s clinical and community care services for better value-based care and improved patient experience.

22. MR TAN HUNG HOOI

CITATION

Mr Tan Hung Hooi has excelled in numerous leadership appointments in 32 years of public service. His visionary leadership has left an indelible mark on the organisations he led. Formerly Deputy Commissioner of the Immigration and Checkpoints Authority, and subsequently of the Singapore Police Force, he enhanced their frontline capabilities, operational efficiency and organisational effectiveness. As Director-General of Customs, he has been leading its transformation to strengthen Singapore’s position as a global trade hub.

23. MR ERIC YAP WEE TECK

CITATION

Mr Eric Yap Wee Teck has contributed 33 years of distinguished service in the Singapore Civil Defence Force (SCDF). As its Commissioner, he led SCDF in expanding its marine firefighting and emergency medical service capabilities, and enhancing training for its officers. SCDF also underwent a technology-enabled transformation, through the adoption of robotics and digitalisation, to raise the effectiveness and safety of its operations. These initiatives have strengthened SCDF’s fulfilment of its life-saving mission.

24. MR FELIX LOH CHEE WAI

CITATION

Under the stewardship of Mr Felix Loh Chee Wai, Gardens by the Bay is recognised today as a world-class horticultural centre and visitor attraction. The Gardens has also endeared itself as a People’s Garden amongst the local community through its range of public programmes and festivals, outreach and volunteerism efforts. The iconic Supertrees and Conservatories, powered by green technology, promote sustainable practices.

25. MR NGIAM SHIH CHUN

CITATION

As Chief Executive of the Energy Market Authority, Mr Ngiam Shih Chun led the transformation of Singapore’s energy landscape and laid the foundations for the decarbonisation of the power sector. In response to the global energy crisis in 2021-2022, he spearheaded the development of new policies and tools to safeguard Singapore’s energy resilience and security. Mr Ngiam has also made many other significant contributions in his previous leadership appointments across the public service.

26. MDM TEOH ZSIN WOON

CITATION

As Permanent Secretary (Development) of the Public Service Division and the Ministry of National Development (MND), Mdm Teoh Zsin Woon was instrumental in transforming public service delivery and municipal service delivery to be more integrated and citizen-centric. She initiated many transformation efforts across the public service to enhance HR policies, build a skilled workforce and develop a more caring workplace. In MND, she championed new housing typologies and initiatives to help seniors age in place. In MCCY, she leads efforts to deepen engagement with citizens and to foster social cohesion through the arts and sports.

27. MR CHIA DER JIUN

Mr Chia Der Jiun has made significant contributions in 31 years of public service. Major-General (MG) Lee Yi-Jin has excelled in various leadership appointments throughout his military career. As the founding Chief of Digital and Intelligence Service, MG Lee led the establishment of the Singapore Armed Forces' new Service, and put together its leadership team, organisational structure, operational systems and processes and capability building plans. As Group Chief, Policy and Strategy at the Ministry of Defence, MG Lee oversaw defence diplomacy and strategies to advance regional security collaborations and norms.
